asnctrl failure for cold boot start

Description

When we boot the server we get an error from /etc/rc.d/asnctrl about
asndump missing (line 89). The only "ctrl" process started is trapctrl.
We need to issue:

$ asn-gw stop
$ asn-gw start

At that point trapctrl, asnctrl and epctrl are running.
